碩士 / 中國文化大學 / 政治學研究所碩士在職專班 / 95 / The Coast Guard Administration (hereinafter cited as CGA) was established in February 2000 and was designated to be in charge of the law enforcement affairs. The purpose of this study is going to analyze the law enforcement capacity of the CGA with a view on its personnel disposal, equipment building-up, and organizational arrangement.
This study is divided into six chapters. The first chapter introduces the structure of this study. The second chapter reviews the meaning of the marine policy and the forming of the coast guard policy of the ROC. Chapter three discusses the evolution of the CGA, its policy goals and policy tools, as well as its organizational development. Chapter four explores the drawbacks of constructing the enforcement capacity of the CGA, especially on its deficiency of personnel, complicated organizational structure, and heavy works. Chapter five probes into the way of promoting the enforcement capacity.
For the purposes of operating in coordination with the CGA’s multidimensional function in the future, the author concludes that there should be a single chain of command for the CGA, an adequate equipment for enforcement on the marine area, and a training center/college for the CGA’s personnel.
