Research on Developing Alternative tourism about off-shore islets of Penghu─Jibei & Wangan / 澎湖離島「替代觀光」發展之研究─吉貝與望安的個案

碩士 / 世新大學 / 觀光學研究所(含碩專班) / 95 / The world-class scenery and ecological environment and oceanic culture and earth art of Penghu Archipelago respectively stem from its unique geography and historical development background; therefore it’s abundant in tourist resources. However fragile environment of islands have been greatly disturbed due to rampage of mass tourism and get development bottlenecks; tourism with island characteristics should be planned cautiously and environment education is required to develop correct environmental attitudes, responsible tourist behaviors and community economy—this is the purpose of this research.
To review the history of Penghu’s tourism development and investigate its current environment, it’s found that current tourism and goal of promotion is still based on mass tourism. But based on related literature and collection and evaluation of resources, this research concludes that Penghu is qualified for development “alternative tourism”. After analyzing based on substantial involvement and interviews, it’s found that residents are highly interested in developing “alternative tourism” and that tourists are satisfied with their experiences except that regulations, supporting mechanism and integration of resources haven’t met with the trend leading to unsolved issues that put a stop to Penghu’s development of “alternative tourism”.
This research analyzes the current state of developing stone weir culture on Penghu’s offshore islet Jibei Islet and developing green turtle ecotourism on Wangan Islet, potential and performance of operational management; also based on sustainable development, this research investigates the position of related “parties in interest” and plans and builds a operational model. It’s concluded as follows:
1.It’s suggested that Penghu should promote small-size, low-density and meaningful and educational “alternative tourism” and come up with composite and soft recreational tourism and tourist routes to successively promote sustainable biological and cultural tourism.
2.Government should actively deal with issues such as review and promotion of related regulations, conservation and environmental education, and establishment of communication platform and operational models to meet up such trend of tourism development.
3.It requires follow-up research to focus on key factors in sustainable development of ecotourist area, such as tourist capacity of an ecotourist area and long-term monitoring and sustainable operational institution. (including professional tour guides)
