Evaluation of method for dewatered sewage for waste water treatment plant – An example of Taipei city / 污水下水道處理廠脫水污泥方法評估-以台北市為例

碩士 / 國立臺北科技大學 / 環境規劃與管理研究所 / 95 / This research is to understand the final processing method of dehydrated sludge processing at the three waste water treatment plants in Taipei including Tihua Waste Water Treatment Plant, Neihu Waste Water Treatment Plant and Pali Waste Water Treatment Plant. Processing methods of dehydrated sludge processing include composting, incineration and melting. First the composting method shall be discussed: for composting of sludge, attention has to be paid to the water content ratio, carbon and nitrogen ratio, ventilation, temperature change, odor and auxiliary material etc. After the compositing production is completed, samples have to be taken to analyze the ratio of its nutrients such as nitrogen, phosphorous and potassium and whether there are toxic substance such as zinc, copper, nickel, mercury and chlorine etc. If it is disqualified, then it has to be abandoned. If it is qualified and it is intended to be applied in soil and agricultural land, it has to conform to the fertilizer management regulation. The final processing should conform to the facility standard and the provision of Identification Standard for Hazardous Business Waste.
Regarding incineration method: The purpose of sludge incineration is that it has extremely good volume reduction function but the discharge of its flue gas should be very stringent. Otherwise it will seriously affect the health of the general public in the vicinity. During sludge incineration, consideration should be given to factors including the efficiency of combustion, temperature control and operation convenience level and the level of difficulty of operation maintenance and repair etc. In addition, for types of incinerators, there are three types including multiple level incinerator beds, rotational urn and fluid bed etc. and the temperature in the incinerator is about 850~1000℃ and each type has its own merits and demerits. It is required to evaluate that it can reach the expected objective and can reduce the worry faced by the general public on the incineration processing. The defect of incineration is the problem of dioxin in the flying ash and bottom ash as expensive cost has to be spent in air pollution prevention equipment. However, toxic micro particles and micro layers after its collection have to be processed separately. The debris on the bottom of the incinerator can be used as mixed material of asphalt and soil improvement material.
Regarding melting method: Toxic waste gas, waste liquid or waste solid that cannot be processed with landfill or incineration or are generated in the course of the production procedure of certain factory can be processed with the melting furnace as the temperature of its furnace bed can reach 1900~2100℃. All toxic substance will all be burned and restored back to the original condition of non-toxic substance. In addition, the bottom debris can be produced as roadbed, concrete pipe additional material, supporting rack of underground pipeline and bricks etc. However, its construction fee is very huge and therefore it is suggested that the government shall adopt BOT system so that the construction company can build and have thirty five years of operating right.
In 2007 the daily dehydrated sludge volume of the three waste water treatment plants in Taipei has already reached one hundred and eighty tons or sixty five thousand seven hundred tons a year. Till the year 2020, due to the increase in waste water volume, by that time the dehydrated sludge volume will reach one hundred eighty six thousand one hundred fifty tons per year and this is a considerably huge sludge volume. Therefore it is necessary to choose the final processing method of dehydrated sludge so that it can yield twice the result with half the effort.
