Quantifying Schedule Delays Causes in Sewage Construction Projects / 汙水下水道工程時程延遲原因量化分析

碩士 / 中華大學 / 營建管理研究所 / 96 / Today, environment protection issues have received much attentions gradually, governments in all levels actively put their investments in sewage system construction to prevent pollutions, and then pure our living environments. Based on studied sewage construction projects, the projects usually located in urban areas, therefore, they were often behind schedules. These situations frequently resulted in extending schedule and increasing cost. This study tried to identify the delay causes and then to quantify the delay impact on schedule, cost and quality. Study results would be beneficial to reduce delay chances and then to improve project execution performance.
This study induced the delay causes from the literature, interviewed with domain experts to confirm the feasibility of delay causes for sewage projects, and then conducted two questionnaire surveys to obtain the opinions of different project participants on schedule delays. Based on statistical analysis, some significant delay causes are identified by considering the importance and frequency of study causes. In the planning and design phase, all responses regarded that “land right,” “change orders,” “wrong and inadequate planning and design,” “improper interface integrations” and “slow administrative processes” are the significant causes in order. In the construction phase, all responses regarded that “moving existed conduits later than planned schedule,” “late ground and underground barriers removes,” “change orders,” “unforeseen site conditions” and “land rights” are the significant causes in order. Identified delay causes are valuable for reference to succeed in future similar projects.
