A Study on the Perceptions of Conflict Affairs between Recreational Fishery Dealers and Commercial Fishermen as well as Their Attitudes toward Reactions:A Case of Bisha Fishing Harbor, Keelung, Taiwan. / 娛樂漁業業者與商業型漁民對衝突事件認知以及因應態度之研究-以基隆碧砂漁港為例

碩士 / 逢甲大學 / 土地管理所 / 96 / In recent years, recreational fishery has been strongly promoted by governments and scholars in Taiwan. the expansion and development of recreational fishery have gradually formed into its primary status.However, as the recreational fishery conducts its tourism business, at the same time, it would affect those people who are living on commercial fishery to certain extent, and consequently lead to mutual disturbance. According to pilot-study, the conflict affairs do exist in the study area. Under the background of conflict affairs, it is apprehensible that commercial fishermen are incompatible with recreational fishery dealers in the study area. Therefore, the purposes of this study included:(1)to know the viewpoints of both recreational fishery dealers and commercial fishermen to recreational fishery after the recreational fishery has been promoted in Taiwan.(2)to find out the major reasons underlying the conflict affairs between recreational fishery dealers and commercial fishermen in the study area. (3)to investigate both conflict parties’ perceptions and their attitudes toward their reactions to the conflict affairs.(4) to recommend advises to reduce conflict affairs between recreational fishery and commercial fishery for governments’ references in the management of formulated recreational fishery and commercial fishery.
The Bisha Fishing Harbor in Keelung was selected as the study area by the use of in-depth interviews and observation approach as research methods. The results of this study included:(1)commercial fishermen complained that the local Fishermen Association did not offer them any benefits which should have been offered by government’s fishery policies due to little communication and trust.(2)according to the depth interview in the study area, there were five conflict affaris existing such as: checkpoint issues, the quintessence space for boat parking, illegal behaviors of professional anglers, exceeding the speed limit of recreational fishery boats, and fishing hot-zone competition. The main reasons were probably due to the defect of government policies and management of Fishermen’s Association. Therefore, it is necessary to manifest the communicate interface in Fishermen’s Association between dealers and fishermen.(3)symmetrical or asymmetrical conflicts would affect the intensity of conflicts and would affect conflict parties on the perceptions and their attitudes toward reactions to the conflict affairs. In other words, if the conflict affair is a "symmetrical conflict" with mutual interference, then the intensity of conflict is low for both parties. But on the other hand when it is an "asymmetrical conflicts", then both intensity of conflicts and their attitudes toward reactions of conflict affairs would be severe and highly possible leading to conflict behaviors.
Some suggestions based on the study results were presented to the governments for their references in the promotion of recreational fishery, taking care of the commercial fishery development and future research directions as well.
