Therefore, only a fair complete merit system can achieve the goal; to exalt the right person at the right time and boost the morale of the troops. However the policy often carry out against the original purpose (out of executant’s motive and attitude), that further impact on the morale of the unit staff.
The aim of this essay discusses the completeness of military merit system, analyze the role of merit system in human resource and current problems of policy execution.
Combing documentary analysis, questionnaire and profound interview approach to assay and have concrete comprehension on the various issue of merit system.
Base on the research, this essay have proposed advises for reference in order to enforce the completeness and achieve the objective of merit system
