As time changes, the public is demanding more and more on the service quality of the government. To meet such demand and conform to the trend, the Executive Yuan has been promoting administrative renovation, constantly seeking enhancement in service quality and performance management in the past years. In the past decade, “Administrative Renovation and Government Reconstruction” program was implemented by taking private enterprises as examples in the hope to rebuild a new image that represents progress for the public sector.
For police institutes, traditional performance evaluation is based on closing major criminal cases and enforcing traffic regulations. The narrow sense security and traffic data are far away from what the public expects. Therefore, such evaluation has been denounced by the public and the academic field.
This study aims at understanding the system structure of Jiaosi Precinct, Yilan County Police Bureau since the introduction of ISO9001. The original planning by National Police Agency, introduction of cases, promotion and performance achievement indexes are systematically inducted and analyzed through the study of domestic and foreign periodicals, thesis papers, books and relative studies to derive study conclusion. Results after case introduction are reviewed with “Customer Relation Management” and “Policy Evaluation” theories to understand whether ISO9001 is appropriate for police institutes.
Based on the data of satisfaction survey of Jiaosi Precinct, introduction of ISO9001 does help enhance service quality. Under changes of the environment, ISO9001 quality system has different results. The finding proves that “human factors” are the key to police administration policies. In order to achieve better results, implementation of policies in the future shall start from the education of ideas and consensus to make core value of policies fully accepted by the basic level policemen as a part of their job.
