Government started a project of developing Taiwan as “Regional Operational Center”for Asia Pacific in January 1995, started a project of developing Taiwan as “Global Logistics Center” in 2002, started a plan of “Important Development Projects including Corporate Headquarters Establishments to challenge in 2008”in July 2002, and started a plan of establishing “Free Trade Ports Zone” in January 2005. All of the above projects and plans aim at developing Taiwan as a global logistics and management hub.to approach strategic planning.This research aims at exploring the strategies development for Customs clearance in Taoyuan Air Cargo Park F.T.P.Z and analyzing their priorities using six strategies configured to maintain facilitation advantages.
This research adopts a two-stage approach in depicting the strategies for Customs clearance facilitation.Stage 1 analyzes the environment for the “Customs clearance facilitation”,taking into consideration the four influentical factors--the internal strengths,the weaknesses,the external opportunities and the external threats.Then,the key factors affecting the formation of atrategies for the“Customs clearance facilitation”are identified with reference to exports opinions.Stage 2 rates the key factors and the SO,ST,WO,WT strategies with ATOWS identified in Stage 1,and applies the quantitative strategic planning matrix（QSPM）for further evaluation.The research shows that among the six strategies,“Since Taiwan has joined WTO, it is hopeful that smuggling can be greatly reduced by opening three-links with China, lifting restrictions imposed on agriculture produces from China, and other customs restrictions.”turns out to be the most appealing strategy.
