APPLICATION BUSINESS INTELLIGENCE FOR GOVERNMENT…FOR EXAMPLE ,CUSTOMS EXAMINED PASSENGER BAGGAGES IN KAOHSIUNG INTERNATION AIRPORT / 商業智慧應用於政府服務事業的發展…以高雄國際機場海關執行旅客通關為例

(Customs, Immigration, Quarantine ) Inspection system, Customs is the door of country to execute the governmental trading policy and border monitoring and inspection .Obeying governmental law and policy, Customs must to manage the inward and outward passengers, transportation, cargoes, baggage, posted parcels, and levy customs duties and other taxes. In addition, Customs investigate and clampdown smuggling, organize customs statistics, deal other customs business. In a word, the customs is national administration and management organization.
Since April in 1998, Taiwan Customs have fulfilled completely the declaration and examination for inward passengers’ personal baggage with red line & green line (dual-channel system). Passengers must be controlled or restricted carrying articles or merchandises, cigarettes and alcoholic beverages in excess of the duty-free exemption. Those goods should be examined and cleared through the red line channel. On the contrary, passengers without having above mention conditions. They can clear through the green line without filling the Customs Declaration document. The significant innovations of administration shorten the passengers’ time. Clearly, this policy can promote at a large scale and promote the fame of our country around the world. Besides, by adopting computer with investigation and filtering system, and actively connect closely with judicial inspection division, infrastructure precise examined equipments, and train the sniffer dogs to execute drugs of arrest … and so on. Therefore the passengers are able to be in clearance rapidly without any illegal action. It makes the inward passengers feel deeply the custom’s good and kind service. Therefore, this major study motivation is to analyze and explore how Customs at International Air port under the changes of the time and the drastic transformation of economic environment to pay attention on customer oriented service and promote the quality of clearance procedures. By advanced precise examination equipments filter all information to stop the illegal transshipment and action to enter in our country. The mean objection is to promote quality of clearance procedure and stop the illegal action. This paper is using Business Intelligence(BI)software SPSS to analyze passengers service quality and the of satisfaction, as well as we concerned customs image ,declare celerity declare law of passengers image. The study focuses establishing questionnaire to investigate key factors such as declaration passengers, examine baggage, customs imagine to find key factors to improve Customs service and create mutual benefit relationship for passengers.
