The influence of ASEAN security by the marine strategy development of People’s Republic of China / 中共海洋戰略發展對東協區域安全之影響

After Deng Xiaoping became a leader of PRC (People’s Republic of China), he advocated “four modernizations” and focused on building a big navy. The marine strategy then transformed from “Coastal Defense” to “Off-Shore Defense.” Based on the new strategy of maintaining marine rights and interests after 1990, PRC was to build a high seas navy with modernized operation capability before mid 21 century.
PRC is now devoted to develop marine enterprise, which is to ensure the supply and demand security under the guidance of developing marine economy. It expands the armaments and builds the modernized navy by combining the sea power theory to support the national economic development and society steady. It also forms the marine strategy theory to achieve the goal of marine planning and operating.
ASEAN is so called Association of South East Asian Nations, which is Southeast Asia. ASEAN contains ten counties, which are Vietnam, Laos, Thailand, Cambodia, Myanmar, Malaysia, Indonesia, Singapore, Philippines, and Brunei. ASEAN is located among Asia, Australia, Pacific Ocean, and Indian Ocean. Besides the importance of strategic position, ASEAN is also abundant in resources. Due to the differences of races, religions, cultures, economy, and technology development level among above countries, those countries have different opinions on security threat awareness. Moreover, the political disputes of territory and sovereignty are shown gradually. The area security becomes a significant bargain issue.
The strong military capability makes PRC become a regional powerful nation with the “economic reform” policy, the expanding of its economic strength and scale, and the support of economy. But the issues of the territory sovereignty, the marine resources, and the control of the exclusive economic zone of ASEAN area brings new interests conflicts with PRC. In order to achieve the goal of marine strategy, PRC will maintain its sovereignty of territorial waters, marine resources transportation line, and trade channel in the area of Indian Ocean, Persian Gulf, Malacca, and South Sea. The powerful action on the navy deployment of PRC will bring prominent influence on the steady and security of ASEAN area.
