碩士 / 國立政治大學 / 行政管理碩士學程 / 96 / This article is to examine the economic role of Kinmen and Matsu in the economic zone on the west coast of the Taiwan straits. The Delphi technique is employed to collect data via 18 professors of Xinmen University. Further, a comparative analysis is conducted by previous Official survey report with Taiwanese professors. Suggestions and implication for planning public administration are discussed.
