The Risk Assessment by Integrating Environment and Safety & Health for Acrylonitrile Storage Tanks in Wharf Area / 整合環境與安全衛生風險評估方法之研究~以碼頭丙烯晴儲槽區為例~

The chemical consumption is increasingly year by year, making the chemical industry booming greatly.The chemical industry normally uses storage tanks to contain raw materials, middle raw material, semi-finished product or finished product, as the storage tanks are deemed to be an extremely important storange equipment for the factory.If an accidentoccurs during the transportation, it may cause disaster and serious environment impact immediately, in particularly in the wharf tank area for transporting the chemicals.Therefore, the chemical industry normally overcomes the accident or incidence by managing in parallel the systems of environmental protection and Safety&Health together.In recent years, the integration of environmental protection and Safety&Health as a system is an irresistible general trend. The environmental issue and the risk assessment are also the issues to be integrated. Hence,how to choose a proper assessment to comply the environmental consideration with the risk evaluation will be the key focus in this study.
This thesis hence develops a risk assessment system by integrating the Environment and Safety&Health(ESH) as a system to evaluate its feasibility for Acrylonitrile storage tanks in wharf area in Taiwan. The assessment intends to include the Job Safety Analysis (JSA) and Preliminary Hazard Analysis (PHA) with the Hazard &Operability Studies (HazOp). After integrating and practicing the methods on a real factory’s storage tanks as a case study, the results clearly indicate that we can obtain a very promising effect and safety improvement with such an integration. The positive outcomes include the enhancement of integrity and completeness of the environment and safrty&health, increasing the analysis effectiveness and shortening the analysis time, the reduction of environmental impact and unacceptable hazardus distributions in comparison with former cases having accidents. The toxic Acrylonitrile stored in tanks in the wharf area is employed as a case study in this thesis. The results can also provide relevant labors with health tracking and management.
The study of integrating the environment and safety & health can not only be applied for the tanks management in this thesis, but also the methods can be applied to the small and medium business’ Environment and Safety & Health risk assessment. It can also be expanded to the large enterprises without any difficualty with the methods proposed in this thesis.
