The preliminary study on the government impels strategy of the sewage system construction / 政府推動污水下水道之策略初步研究

碩士 / 國立成功大學 / 工學院工程管理專班 / 96 / Sewage system is a basic modern public construction. It’s function not only can improve living environment and hygiene, but also can protect river from pollution. Modern countries all make sewage system as an important target for environment quality. Nevertheless, sewage system in Taiwan is still far behind. Reasons include the early investment funds somewhat lower, restriction for manpower in district governments, the difficulties of land obtains, and over builds without license.That makes the popularity of sewage system only reach 17.47%. It showed the fact of our sewage system is far away behind the world.
According to that, these years the government pushes sewage system hard in order to improve citizens’ living quality and national competitiveness, The Government's goal is the public sanitary sewage served rate toreach 38% in 2014 . In other words every year must promote the popular rate approximately 3%. If still by the government procurement, the manpower and the fund will be limited, and will be unable to achieve the goal. After completes the “Law For Promotion Of Private Participation In Infrastructure Projects”, The government hopes to introduce private fund、vigor and management achievements,in order to promote served rate of public owned sewage system,and reduce the overall cost.
This study focus on these issues about the manpower, risk, time and the funds in those two kind of ways, by consideration government's budget, and wants to discuss the cooperation between government and private organization to construct the sewage system. I want to give some advice to the government.
