However, because of the failure of the regulations and the convenience of the private vehicles, the traffic in Taiwan is worse in these days. Programs of transit investments always focused on the development of Mass Rapid Transit for a long time but not on the bus services. In a fact, the bus services are cheaper, but we do not have more subsidy in it because of the regulations. It doesn’t conform to the efficiency principle, and make the development of the public transit system slow.
We can implement the cost-performance evaluation of investment plan in 3 measures: Cost Effectiveness Analysis (CEA), Cost Utility Analysis (CUA), and Cost Benefit Analysis (CBA). The main one media the public transit system evaluation in the past is CBA. Such as use Cost Effectiveness Analysis or Cost Utility Analysis may have a different assessment result. In this paper, we try to evaluate the benefit in the investment programs of the public transit system by measuring the effectiveness in unit cost. Further, we review the suitability of the investment programs of the public transit system by cost utility analysis.
This paper consider the different feeder service of “Tainan High Speed Rail Station” compared with Cost Benefit Analysis, Cost Effectiveness Analysis, Cost Utility Analysis. We find that the programs of BRT system and buses are cheaper and have better utility. It implies that governments can choose low cost and high utility transit system to achieve the objective of the public transport development.
