Observation of Ocean Sunfish Festival Fever at Hualien and Its Conflict Issues / 花蓮曼波魚季熱潮觀察及引發之衝突議題研究

碩士 / 國立東華大學 / 環境政策研究所 / 96 / Since 1990, local culture festivals that based on fishery products such as flying fish, sword fish, and mullet fish has been held around the Taiwan to attract tourism and brought in economic profit. Among them, the black tuna festival held in 2001 by the Pingtung County was the most successful one, which then motivated the Hualien County to promote ocean sunfish, Manbo fish festival. This paper addresses the change of society, economic and environment at Hualien since the phenomena of Manbo fever came out. In addition, the issues raised by this festival, causes of conflicts are explored and recommendations are searched.

This research adopted this festival as a case study and used various methods to collect primary data and secondary data such as newspapers and mass media from October of 2005 to 2007. Twelve stakeholders ranged from governors, private and academic sectors are interviewed. Field studies were conducted at three local fisheries museums. The data were later analyzed based on process of conflict assessment and theory of mediation.

The results found that the festival was stimulated by the discovery of innovative food processing techniques and the call of raising market price of fish that were harvested by the set net fisheries along the coast. The organizer, Hualien County government had continued this festival for three years 2003-2005, as a tool of local marketing strategy and did resulted in a fever on tourism, economic and social development at local area; however, it also brought in critique from conservationist around the country for a concern of potential of over fishing. On perspectives of tourism, income earn from sea food had been raised and attempt of captive feed it inside the aquarium had been tried. The activity of swimming with fish was found difficult to sustain because the price is not affordable to general public and human contact always result in fish crash with the set net, then to fester its skin and need to replace it frequently. On perspectives of economic development, due to the nature of uncertainty of fish harvest, the fish association now really concerns on the supply of raw material to the collagen industry. On urban development perspectives, due to the unique characteristics of fish, it had become logo of township, spirit of community empowering, art decorations and streetscape in the village. The war between sea food advocates and marine ecosystem conservationists that was frequently exposed on the media has been found not equally share of scientific information. Responded to the dispute, county government chose to fine tune its strategy by changing its contents and infusing few marine education materials only, without considering the risk of being stigmatized, and were finally forced to terminate the festival. This research also found that not any international policy has been drafted for the utilization of ocean sunfish resources. The by-catch and utilization has not drawn in international attention, population is not monitored in enough time period, the status is not an threaten species; therefore, any attempt to determine the management policy will not be on scientific based. However, the content of message displayed on the local exhibit at sightseeing spots might be easily modified to enhance conservancy attitude and precaution measures.

The suggests are described below: 1. More fish ecology research should be conducted; 2. Any non-consumptive use of fish such as captive display and swimming with fish activities should fully aware with regulation of ethical treatment toward this animal; 3. Marine tourism activities should be an education tour with focus of marine literacy and behavior norm; 4.Mass media should serve as information channels to distribute updated and accurate knowledge to the public and should balance the viewpoints among stakeholders in dispute; 5. Local fish association should consider more stricter code of set net fishery conduct, enforce the agreement seriously and monitor the harvest regularly. 6. Exhibit and pamphlets produced by the local exhibit area and dining room should emphasize more on marine conservation and balance it with marine product and culture; 7. Finally, the county government sector should adopt principles of Triple Bottom Line and precautionary to design policy that can help achieving a longer term and sustainable yield of fish harvest.
