PRC’s SLOCs Security in Terms of Sea Power / 中共石油航道安全之研究:海權論的觀點

碩士 / 國防大學 / 戰略研究所 / 96 / As a result of expanding economical scale, China must assure her security of energy resources in order to grasp the opportunity for national development. Therefore, a stable petroleum security serves as a key to China’s national development. China relies on import to satisfy most of her petroleum needs, so the ” Sea Lanes of Communication, SLOCs” has become a core of her petroleum security.
Lack of strong sea power has led to China’s SLOCs security dilemma. China’s petroleum import excessively relies on the Middle East and Africa, which uses only one single transportation line. The situation is worsened further by lack of transportation capability and harbor equipment, and also by China’s inappropriate geographical position. In terms of geo-strategy, the Indian Ocean, Malacca Strait, South China Sea and Taiwan Strait serve as China’s lifeline of petroleum import. However, this lifeline involves complex geo-political conflict of interest, which is easily impeded by great powers. Once the petroleum import line is blockaded, China will be seriously short of petroleum. This will threaten her economical development and military security.
To assure her national interests and maintain the stability of petroleum supply, China must make use of political, economic, diplomatic, and military means to do something. To this end, firstly, China is making the String of Pearls strategy by seeking alternative land transportation routes, and building up blue-water sea power. By doing so, China is to enlarge the functions of strategic bases along the String of Pearls by linking these bases together. Secondly, China is to build up the ocean-going vessel and develop blue-water naval power to guarantee her sea transportation security so as to solve the “Straits of Malacca dilemma” and to assure the security of the SLOCs during both of the peacetime and wartime.
