A Study of the Taiwan's Sea Transportation--Logistic in Serious Disaster / 台灣重大災難-海運救援物流之研究

碩士 / 南華大學 / 國際暨大陸事務學系亞太研究所碩士班 / 96 / During 1999~2003, several disasters including the worldwide SARS crisis, 921 earthquake in Taiwan, Tsunami in Southern Asia, Osaka-Kobe earthquake in Japan, and 911 terrorist attack in the US, all caused considerable impact on Taiwan’s economy and industries.

When a disaster occurs, disaster relief logistics mechanisms will be immediately activated to minimize the damage of the disaster and reduce the loss of human and material resources in the shortest time. In most cases, disaster relief is usually jointly provided by the government and the military. With reference to the experience of domestic and international relief organizations in disaster relief logistics, this study focused on marine transport. Taiwan is a typical island economy and relies heavily on marine transport for export and import trade. Marine transport features large transport capacities, low energy consumption, and low transportation cost, so it is one of the major transports for disaster relief logistics. According to the current development of corporate logistics, this study attempted to construct a domestic disaster relief logistics system to facilitate efficient pickup and distribution of relief materials and effectively reduce the impact of disasters.
