碩士 / 國立高雄師範大學 / 環境教育研究所 / 96 / Since the exploitation by human has influenced the survival of freshwater fish in Taiwan, the threat faced by freshwater fish makes an important issue on ecological conservation. The most serious problems are water pollution and the damage of river habitats. Fishes are the most abundant and diverse around middle and lower reaches of the river, while these areas are often occupied by human activities. The areas include urban, industrial, and residential areas. Four-fifths of freshwater fish in Taiwan inhabit the districts where human activities are frequent; therefore, it is necessary to start the work of conservation as early as possible.
The research utilizes the qualitative methodology. Data were collected mainly from interviews with 14 freshwater-fish experts, who work at academic institutions and government corporations in Taiwan. With the experts’ experiences and suggestions, the research reveals the present condition of conservation of freshwater fish in Taiwan, as well as the menacing factors encountered by the fish. In addition, after literature review, the researcher proposed a list of endangered freshwater fishes in Taiwan, and had the interviewed experts rank the rarity of endangered freshwater fishes on the list. The purpose is to have the public recognize the types of endangered freshwater fishes in Taiwan, to provide reference materials for the government when drawing up the list of protected freshwater fishes, and to assist the wildlife conservation policy makers to constitute proper regulations to protect the habitats of freshwater fish and to make valid conservation plans.
This research focuses on: the present condition of freshwater fish in Taiwan, influences of environmental pollution on freshwater fish, factor analysis of the present invasion of imported freshwater fish, effects of the cement method on freshwater fish and present condition analysis of the cement method, influences of natural disasters on freshwater fish, threats that reservoirs and watersheds pose on freshwater fish, threats of improper fishing methods to freshwater fish.
Interviewed experts advise that government organizations of conservation should soon begin the survey on the populations of freshwater fishes all around Taiwan, and modify the present list of protected freshwater fishes. It is also advised that the government should strengthen the enforcement against emission of waste water and unlawful use of mountain slopes on riverbeds, that customs and quarantine authorities should constitute a complete list of controlled imported freshwater fishes, and that authorities should plan environmental education to teach people not to free fishes at will. Evaluations from experts should be required before fishes are freed by public or private sectors. Developers and Bureau of Soil and Water Conservation should try their best to avoid unnecessary cement work. The Forestry Bureau is advised to enhance the control on exploitation of mountain slopes and to ban unnecessary constructions around catchment areas. Sectors of river management and water resources should design fish passages and fish ladders when building watersheds and reservoir administrators should release basic amount of runoff to the lower reaches. Conservation sections and police offices of city and county governments should strengthen the enforcement against illegal electric fishing, seine fishing, and fish poisoning. Local people could form patrols, establish protected areas, or enforce stream blocking.
