The purpose of this study is to understand the concept and inner meaning of sport tourism and sustainable development, the current status of sport tourism in Northeast Coast National Scenic Area, and establish assessment indicators for Northeast Coast National Scenic Area. The research was proceeded by using Delphi Method and Analytic Hierarchy Process. The researcher adapted purposeful sampling method and distributed the questionnaire to 48 subject matter experts to complete. After analyzing the collected data, the researcher has the following findings and conclusions:
1. Concept and Inner Meaning of Sport Tourism and Sustainable Development
Sport Tourism is for non-job related reason. It is to tour outside residential and job areas, and the major focus of such tour is exercise. The activities of sport touring include personally participating a sport, watching sports, and touring sport-related device and equipments. The natural environment is the developmental basis for sport touring, and sustainable development is one of the most current international conceptual movements. The purpose of sustainable development is to improve the current and future environment as well as societal and economic benefits. It emphasizes the ability of accommodating natural environment to avoid damage for constant development opportunity of our next generation. To develop sport touring, one should embrace sustainable development concept in order to balance between the development of human beings and natural environment.
2. Current Status of Sport Tourism in Northeast Coast National Scenic Area
With the unique geological, ecological and environmental resources of Northeast Coast National Scenic Area, sport tourism in the area has been developing for several years. Based on the data, the number of tourists in the area increases every year. In addition, in recent years, the Department of Transportation has hosted big scale international activities, such as Action Asia Challenge and the annual Gung-Lian Ho-Hai-Yan Rock Festival, in this area. These activities indicate that the sport tourism is booming in Northeast Coast National Scenic Area.
3. Sport Tourism and Sustainable Development Assessment Framework
1). This study, based on literature review and Delphi Expert Questionnaire divides sport tourism and sustainable development into five assessment areas: culture, economic, environment, management, and society, with a total of 22 specific indicators.
2). In the culture area, there are three indicators: culture heritage, culture value, and culture activities.
3). In the economic area, there are four indicators: leisure economical activities, job opportunities, basic development, and investmental efficiency.
4). In the environmental area, there are three indicators: natural environment, recycling consciousness as well as activities, and no barrier space.
5). In the management area, there are six indicators: participant relationship, leadership policy, communication, management efficiency, legal policy, and human resources.
6). In the society area, there are six indicators: fairness issues, public safety and health, leisure efficiency, sense of safety, participation of public affairs and community services.
7). Through Analytic Hierarchy Process Expert Questionnaire and the results, experts believe that the priority order for the areas is culture area, environment area, management area, and society area.
8). The first three specific indicators are culture heritage, natural resources, and basic development.
9). In the economic area, four specific indicators are all included in the first 10 priorities. It indicates that experts believe economic development is an important consideration when developing sport tourism.
10). Although society area is in the last order, the indicator of public safety and health is in the 7th place in all. It indicates that experts still pay attention to this area.
