碩士 / 國立臺灣海洋大學 / 航運管理學系 / 96 / Taiwan’s economic development is mainly based on export-oriented international trade. In recent years, various parties express their concerns about Cargo Customs Clearance, as a result of economic and social development. Except its basic tasks of collecting customs duties and preventing smuggling, Customs Office must also levy certain administration fees and execute many other tasks imposed on by government agencies, including those provided by importation and exportation regulations. Furthermore, Customs Office has to implement some policies promulgated by international agreements or conventions, such as those concerning border regulation relating to trade-relat intellectual properties. Under such circumstances, Customs Office may have to work out certain strategies in order to cope with the above challenges, and implement government policies in more effective and efficient ways. The strategies and measures should be adopted by Custom Office will include how to facilitate the procedure of Customs clearance, how to prevent potential defaults. This study is considers risk management theory, and explore the main challenges faced by Taiwan’s Customs Office, and provide certain suggestions in order to improve mutual benefit of all parties concerned. It also suggests some measures to avoid possible pitfall while Customs Office executes its official tasks.
