An Empirical Analysis of Employment Costs and Service Qualities of Seafarers in Taiwan’s Shipping Corporations / 我國航運公司船員僱傭成本與服務品質之實證分析

In recent years, global economy and trading activities have been prospering, which provokes rapidly growth of the shipping industry. Due to the fact that shipping corporations all over the world have been building a large amount of ships, the demand of seafarers is increasing substantially. Because of STCW-95, ISM Code, PSC and other international conventions, shipping companies require seafarers with higher competence standards. This phenomenon causes the growth of vessel numbers to be faster than that of seafarer numbers, which also makes the serious shortage of global seafarers a more evident problem. Therefore, while facinig the intense international competition, in addition to reducing employment costs, shipping corporations have to enhance seafarers' skills and qualities as well. Since navigation is a matter of life and death to seafarers and shipping companies’ prestige, shipping corporations should pay more attention to the employment and selection on seafarers.
In light of economy, first of all, we should analyze the nationalities and employment costs of the foreign seafarers in Taiwan's shipping corporations; secondly, compare the variation of employment costs of seafarers in the recent years. Finally, analyze the service qualities performed by domestic and foreign seafarers. However, the service qualities of seafarers are not easy to be measured. Hence, this research relies on PZB (1988) Model and the features of maritime business to construct the “crew’s service quality (Crew-SERVQUAL)", and analyzes the service qualities of national and foreign seafarers by using Important-Performance Analysis, Important-Performance-Tolerance, and Normalized Importance-ZSQ Analysis.

The results of the research are as follows:
(1) In terms of the employment costs of national and foreign seafarers, it points out that shipping companies can save up to 50.40% of their costs annually by employing foreign seafarers instead of national seafarers; if the shipping company employs a mix of national and foreign seafarers under the present regulations, then, it can save up to 39.94% of its costs. Compare the variation of employment costs of seafarers between 2002 and 2008, there has been an upward trend on the employment costs of national seafarers and foreign seafarer.. Especially in 2008, the growth of national and foreign seafarers is respectively 31.30% and 58.43%, and each annual average of the employment costs grows 5.22% and 9.74%.
(2) In light of the service qualities of national and foreign seafarers, it indicates that the national seafarers’ service qualities are suporior than those of the foreign seafarer as a whole. Nevertheless, it is the service qualities of ratings in both groups of national and freign seafarers that mainly need improvements. According to the analysis on the service qualities of nationality and foreign seafarers in shipping academic communities and shipping markets, academic communities consider that the national seafarers’ service qualities are better; whereas, shipping industry conceives that the difference between national and foreign seafarers’ service qualities have become smaller. Furthermore, on account of the younger age and quicker responses of foreign seafarers and advanced technology, foreign seafarers tend to perform better than domestic seafarers.
It is expected that the finding of this research can serve as a useful reference in seafarers' education and is helpful for shipping companies on estimating strategies of employing seafarers.
