Studies on the Co-opetition of Marine Recreation Activity upon Fishery Activity / 海洋遊憩與沿岸漁業活動競合之研究

The aim of this study is to delve into the co-opetition theory, situation and variety between domestic marine tourism & recreation activities and coastal fishery operations. From referencing the tourism & recreation experiences of well developed countries and analyzing domestic regulations, this study is proposing an appropriate suggestion in developing marine management strategy for our government. It can be utilized as a reference and guideline in the future to promote the prosperity of both marine tourism & recreation activities and coastal fishery operations without any conflict between them. The analytical results are the following:
1. Along with the increasing demand of tourism & recreation activities from civilian, the interference between marine tourism & recreation activities and coastal fishery operations is gradually rising. Due to the coastal fishery equipments display their specific localization and exclusive properties, it is much easy to be interfered by other non-fishery activities and then build up the conflict against them. Therefore, there is no doubt that the dimension utilization between marine tourism & recreation activities and coastal fishery operations will create certain degree of interference.
2. From the theory of co-opetition, location problems that caused by space utilization for marine tourism & recreation activities and coastal fishery operations can be categorized into (1) Activity area, (2) Harbor territory, and (3) Vessel channel utilization; Ecological dilemmas that caused by competitive consuming nature resource can be categorized into (1) compete the same natural resource, (2) destroy natural roosts, (3) environmental pollution.
3. The public opinion and the current situation tent to develop the harbor region into a multi-function territory. Other than just amending the domestic regulations to fit into this trend, building a mutual consideration, policy making and excellent execution by those related administration should be the key elements to impel this successful policy.
4. In order to maintain the security of populace life and their property, and to maintain the social order, building up the administration and licensing regulation system pertain to aquatic motorcycle and its activities should have its necessity.
5. Due to the fishery regulations, the entertainment fishery supervision decrees and the related vessel administration law exhibit an ambiguous responsibility that causing those related government management/supervision bureaus couldn’t rule out their actual duties/responsibilities, it give rise up many disputes and problems in management and administration.
6. The fishery administration bureau should aggressively amend fishery admin regulations, legislate “the leisure fishing - licensing” for its legitimate origins, set up the decrees for fishery licensing and quantity controlling rules. These actions would certainly benefit the fishery resources and an effective management system.
7. Substantiate the execution of aquatic tourism and recreation administration decrees.
8. Develop and amend the recreation vessel administration regulation (draft). Unify the supervision rules for various mobile aquatic vessels including the recreation yachts, the entertainment fishery boats and the aquatic motorcycles. And set up the codes of conduct for the following issues: Asserts an unified admin/management governance, integrates the conformity of fishery vessel constructing/retiring code and its qualification rule in vessel building, counsel entertainment fishery reforming into specific passenger steamer service, prescribes correlative navigation/security decrees to clarify possible disputes for an effective navigation/security execution.
