Fishing industry is considered as one of the highest dangerous work. It does exist quite high risk without any warning in making living on the sea. However, along with the developing technology and communication equipments, there are still have accidents occurred constantly, such as fire on the boat, be stranded, overturn, fisherman was kidnapped, etc.
This research first focus on the data from the Fishery's annual report of Fishery Agency, Council of Agriculture, Executive Yuan, and apply the emphasis with comparing to discuss whether the accidents are natural or man-made. Besides, what reasons brought out the shortage of fisherman and why they lose interests in working. And then, applying the SWOT to analyze the fishing system, training in accidents, the background of developing fishing and the surrounding of fisherman's working. Therefore, making a conclusion in fisherman's system and hatching them, also the working surroundings they needed. Finally, based on the data analysis mentioned above, to suggest in adopting international investigation models and join in the system of sailing safety so that improving the safety of fishing and the sea. Also, enrich the safety training, pull in the knowledge in sea safety, and giving strict technological certification will prevent accidents from man-made mistakes.
