碩士 / 國立臺灣海洋大學 / 商船學系所 / 96 / Since the Coast Guard Administration (CGA) was established hastily, the personnel management system simultaneously includes civilian, military, and police. The class of organizational structures are redundancy, thus those will result in some predicaments regarding to administrative efficiency. First, the organizational structures, duty-integration ability, and control-command ability are analyzed in this thesis. After studying the related institutions of America and Japan, the associated experiences are then extracted to establish the institutions for the CGA. Finally, the institutions of present CGA is carefully evaluated, which consisted of the mission consolidated ability of coast and sea, mission and efficiency of institutions, etc. During the research period, we obtain that the CGA has four mainly predicaments, which consists of (1) no exclusive education institution; (2) different personnel management systems for each organization; (3) excessive organizational structures; (4) lower management power of patrol office. In order to overcome these predicaments, four advices are point out for the CGA to scheme the future structures and institutions in this thesis, which are: (1) establish exclusive education institution; (2) revise the organizational regulation of CGA; (3) reduce organizational structures; (4) decrease and combine the functionality patrol office. Thus, the finally purpose, i.e. coast-and-sea consolidation, can be obtained.
