碩士 / 國立臺灣海洋大學 / 商船學系所 / 96 / This study aimed to figure out the effects of deck officers’ in Taiwan English proficiency levels on navigation safety. English is the international common language in the world. Nowadays the globalization has become an important factor to many countries’ industries﹔It also has the same impact to shipping industry. To be efficiency English proficiency has become very important to the deck officers in Taiwan. With the rapid development of the international economy, the shipping industry becomes more and more important and valuable. In order to pursue crew member competency and promote safety of navigation, besides excellent ship handling skills, nonnative-speaking deck officers are also required to have adequate English proficiency. Actually, deck officers’ deficiency in English has been widely considered as a serious problem, which might hinder their career development, but there are few references that could be found.
This study adopted the major method was quantitative questionnaires. A questionnaire was designed by the researcher to gather quantitative data and a total of 120 deck officers in Taiwan for quantitative questionnaires. The quantitative data of the questionnaires were analyzed by descriptive statistics and t-test analysis, while the qualitative data was examined by the author, and categorized into proper groups for further analysis. Finally, the research integrates the information gathered from all the research methods and provides conclusions and suggestions on English proficiency improvement to related personnel and brings up personal opinion to promote the safety of navigation.
Results show the deck officers’ English proficiency will be involved in the safety of navigation obviously, which means the English proficiency is in inverse proportion with experiences of emergency accidents. It is obvious that the high level English proficiency can strengthen the seaman ability to deal with an emergency accident. In addition, results show that listening and speaking skills were more important and more often used in navigational, while listening and speaking ability were in greater demand in navigation career.
