In the sea transportation, Container ship its merit lies in may reduce cargo loss of and the high loading and unloading efficiency the cargo may reduce the handling operation time. The international trade usually can have the massive cargos in some specific time need to have to depend the marine transportation to ship, for example commodity of the seasonal.Work of harbor in this specific time interval because the massive ships want the port to anchor loading and unloading, inevitably will be able to have the handling operation efficiency of to reduce, but will have the ship mat congestion phenomenon, the congestion phenomenon will be serious when not only will be able to delay the sailing time, even possibly will reduce the cargo the economic efficiency, will create loss the shipping merchants and the cargo owner. Uses the congestion toll way take to eliminate the ship mat crowded situation as the use economic in concept of the cost equilibrium, may increase the harbor controlling organization income, after the ships arriving rate dispersedness may promote the berth use efficiency, and the shipping merchants is easier by the pursue cost smallest principle to control transport business cost.
This article first build the linear cost function, the cost function cover queuing time cost,wharfage and operating cost.Container ship has to obey the saling schedule to arrival the berth and the leave berth. When it arrivals the berth early or late,in order to make ship can leave berth in time, itneeds to pay the more berth charge or more operating fees.Through the analysis of the above ships to the port condition cost,this research establishes the cost function of the container ship.and derives the equilibrium cost.By congestion toll replace the queuing time cost, we can establish the port congestion model to derive the optimal congestion toll. The optimal congestion toll schemes in clued the optimal time-varying step tolls, the affiliation arrives the port time by the charge way disperser ships, achieved the elimination harbor crowds the goal. Because the linear function for the simple cost pattern, and the solid service still had the certain difference. According to analyzes, the crowded cost should assume opens the mouth the nonlinear function comparatively to conform to reality to under the investigation data, therefore inevitably will construct ship of mat crowded charge the construction non-linear pattern, comparatively will have the representation in the solid service.
