The first stage defined the scope of the ecological tourism study, researched regulations both in Taiwan and abroad, identified brand names recognition and strategies, studied the influences of eco-friendly consumptions, and outlined standards and certifications for the coastal native communities. In the second stage, we developed the first draft to include the natural resources and local cultures inherent in the coastal communities. The third stage focused on interviewing local characters and further researching innate characteristics relating to the study. The efforts included seven comprehensive interviews, six focus meetings, and ten local visitations. The knowledge we obtained allowed us to modify the original draft and finalize the standards, regulations, and certifications to facilitate ecological tourism. The study include five targets and one set of self evaluation methods:

A. Five measures for sustainable environment.
B. Three provisions for guidance supply.
C. Seven managerial demands on community conservation.
D. Operating procedure for infrastructure.
V. Communities readiness indicators.
A. Six standards for local participants.
B. Two cultural respectful conducts.
C. Fairness and justice.
