The Network Governance of Local Culture Festival:A Case Study of HoHaiYan Rock Festival / 地方文化節慶的網絡治理模式-以貢寮國際海洋音樂祭為例

When the government draw up some policies and tried to improve local economic development, a large number of local culture industries and culture festivals are prospering. Meanwhile, Ho-Hai-Yan Rock Festival comes with the trend in order to improve local economy and indie music industry. It developed its kind of network and complicated the network governance since the first Ho-Hai-Yan Rock Festival in 2000. It is worth noting that the interaction between actors in this network has great impact on the motives, programs, and objectives of the festival.
Documents analysis, comparative analysis, case studies, and in-depth interviews are adopted as the methodologies to analyze the governing by network of Ho-Hai-Yan Rock Festival. Furthermore, in this essay, it aims to comprehend the network governance of local culture festival, analyze the roles of different actors in the process of network governance, find the problems in the network governance of culture festival, try to construct the network governance model of local culture festival.
In the end, through the examination of my methodologies in the network governance and Ho-Hai-Yan Rock Festival, the essay offers policy recommendations of the festival:
1.Developing permanent executive institution.
2.Building up the financial autonomy.
3.Strengthening the connection between local residents and festival.
4.Increasing the participation of the local residents.
