碩士 / 中國文化大學 / 資訊管理研究所碩士在職專班 / 96 / This paper is to provide a way of systematization and quantity in analyzing one of the most important issues in battle management that is to measure the effectiveness of the deployed Anti-Submarine Warfare (ASW) barrier at sea in order for the national security, that they are Sea Line Of Communication (SLOC) in peace time as well as the anti-blockade operations in war time, from the threatened submarine’s attacks. Set up an ASW barrier has been one of the useful ways in ASW since the previous world war, however, the frequent asked questions such as “Would it be an essential issue for Taiwan in strategy and tactics? Would be effective when we deploy such area at sea? How do we know it’s effective? Which way to measure the effectiveness of the ASW barrier? What are those of insights that the barrier designer and decision-maker in battle management have to bear in mind when it is a must for the deployment?” are discussed and analyzed in this paper. The analytical process involves systematization of ASW barrier operation, conceptual model development, quantification for the ASW barrier effectiveness. It also indicates the key in extending this analytical result for higher level analysis such as the campaign analysis which concerns the resource allocation in the planning strategy process. This paper would bring the reader to see the behavior of the submarine when tasked for offensive role, and the means the defensive force would use in countering the offensive submarine. Search theory has been the main stream in doing the ASW barrier analysis that is one of the methods to quantify ASW barrier with some of the major variables: the ASW barrier’s location and area size, characteristics of the offensive tasked submarine and defensive ASW asset such as speed and sensor’s performance, etc. Disadvantage of search theory method and the alternative analytical method is also analyzed. The contribution of this paper is to present a way for the Ministry of National Defense (MND) to consider the value of ASW barrier and the quantified insights of ASW barrier in their strategic decision making such as when and where and what size for deploying the ASW barrier, how many barriers and ASW assets are required in the planning sea area that may achieve the cost-effectiveness in the resource allocation processing.
