Abstract
Cross-strait security is the global attention for a long term. Cross-strait issues usually involve different view points on national sovereignty between Taiwan and China, that is, the so-called unification or independence controversy. In cross-strait security topics, Taiwan, U.S. and China are three major actors; U.S. especially plays an important role in the cross-strait relationship. Military power factor is a key factor in keeping cross-strait security, peace and stability. Since the cross-strait security, in large extent, involves the military structure in the Taiwan strait; U.S. Department of Defense has made a lot of studies on “The military power evaluation cross the Taiwan Strait” and “The cross-strait security situation”, hence, this thesis will start from the point of view of U.S. Department of Defense to study its evaluation on the cross-strait security.

In this thesis, the evaluation on China’s military power as performed by U.S. Department of Defense is studied first, it includes, for example, view on China’s budget for national defense, evaluation on China’s military strategy and military capability, and the evaluation of the military act performed by People's Liberation Army. Next in this thesis, an evaluation on Taiwan’s military power as performed by U.S. Department of Defense will be studied, which includes the view on Taiwan’s budget for national defense and an evaluation on Taiwan’s military strategy and military capability, and finally, Taiwan’s defense evaluation will be performed. Finally, an evaluation for the intervention on cross-strait crisis as evaluated by U.S. Department of Defense will be studied.

It is found from this thesis that since the military budget gap across the strait gradually expands, an unbalance exists among the military power across the strait. China continues to enhance its military deployment against Taiwan, among them, the most obvious one is the enhancement of missile and sea and air blocking capability. Although Taiwan has displayed certain degree of defense determination, yet Taiwan’s national defense still has its limitation and places for improvement. However, U.S. has enhanced its military capability in West Pacific Ocean to display its willing and capability to intervene the cross-strait crisis; however, to U.S., the best way is to perform preventive diplomacy to prevent the occurrence of the crisis.
