碩士 / 世新大學 / 廣播電視電影學研究所(含碩專班) / 96 / Taiwan is a typical Oceanic Nation; based on the Nation-Built-on-Ocean fundamental, the effects of tasks engaged by Coast Guard Administration (CGA) at all dimensions do matter; in other words, the tasks engaged by CGA relate closely to the public either concerning sightseeing tours or relating to economic livelihood. However, with the media culture stressing sensation, a lot of negative stories impact the views and perceptions toward CGA. Given that, it is necessary to employ media to enhance and associate the bilateral acknowledgment with the public for effectively facilitating the communicative channels between the public and offices to strive for recognition and support.
This study employs the deep interviews with media journalists and undertakers in charge of public relation in CGA to realize the situation and method of the interaction between media and CGA as to perceive the improvement regarding the public relation strategies of offices toward media and furthermore to propose the advisory amendments relating to the execution involved, which attempts to render offices the successful management of media affairs for acquiring the positive assistance from media.
According to the research findings, the advices are proposed regarding CGA media affairs management:
1. Make an explicit strategic direction;
2. Build communicative channels via an active good interactive manner;
3. Simplify procedures of information (data) provision;
4. Establish exclusive sections and advance the profession;
5. Institute association-division system and master media decision-making levels;
6. Regulate the local contact window;
7. Educate the talents relating to public relation; and
8. Set audio-video files regarding news incidents.
