The Research on the Relationship Between Recognition, Attitude in Privatization Process and Organizational Commitment by Employees of Army’s Factory–Case of the Air Force A Logistic Factory / 軍工廠員工民營化變革認知、態度與組織承諾之關係研究-以空軍某後勤專業工廠為例

碩士 / 樹德科技大學 / 經營管理研究所 / 96 / Since 1979, the UK Margaret Thatcher cabinet has fully promoted the GOCO (Government Owned, Contract Operation) policy to solve the problems caused by the government-owned business regulation limitation, complicated decision-making process, and low management efficiency, eliminate government budget loading, and enhance the business competition capability in the same time. And then, the governments all around the world started to privatize the government-owned business. In order to integrate civil high quality manpower and national gross resource, and support logistics maintenance and production of the military equipment in enterprise operation method (Tang Fei, 2000), Taiwan government privatized its development, production, and maintenance organizations continuously.
However, no matter what kind of business or organization before to proceed the great organization change, it is necessary to perform the detail and complete assessment and make response plan in accordance with the predicted possible problems. Especially in the case of substandard result and losing original resource and competition strength due to the incomplete planning during the organization change process of in-country GOCO, it is more important to the military factory which is used to conservation, simplified mission, and emphasis on organization commitment of employee. And the “human” is the main factor. Thus, what is the relationship between the personal change recognition and attitude when the military factory employee is under the situation of operating concession of GOCO? Will it have any differences related to the population statistics factor? Will it have the effect on the organization commitment? These are the major objects of this research.
This study which conducted the quantified questionnaire investigation was based on the theory research of paper survey, the definitions of change recognition, change attitude, and organization commitment proposed by the savants. The data collection tools such as “personal characteristic data”, “change recognition level chart”, “change attitude level chart”, and “organization commitment level chart” were made in accordance with the consideration of the repliers’ working environment and characteristic. This study was based on the survey of the 326 employees of the Air Force logistics depot as the mother body and applied SPSS v10.1 program, description statistics, independent sample t method, single factor variance analysis, and Pearson relation analysis as the analysis tools.
This study results included: (1) the awareness of the privatization change recognition of the military factory employee nowadays is mid-high, (2) most of the military factory employees nowadays have positive attitude toward the privatization, (3) the military factory employees with different population statistics factor have differences on the privatization change recognition and attitude, (4) there is high level relation between the privatization change recognition and attitude, (5) the privatization change recognition and attitude of the military factory employee have great effect on the organization commitment.
Based on the research results and conclusions, this study proposed the constructive suggestions to the Air Force logistics depots, decision-making units of Armed Forces, and the following researchers for the further planning and research reference.
