Applying the Blue Ocean Strategy to Increase Customer’s Satisfaction for Local Hospitals / 以藍海策略提昇地區醫院顧客滿意

The medical environment suffers huge change and the management strategy in the hospital faces adjustment. The Bureau of National Health Insurance has implemented Hospital-Based Global Budget and Hospital-Based Self-Management in July, 2002. This policy makes the management of local hospital seriously impact. The amount of the local hospital has decreased for successive years. The local hospitals should adapt to the changing policy of the national health insurance and enhance sound constitution. In addition, they need to make use of the enterprise management strategy for promoting the competition ability and sustained operation. Blue Sea Strategy creates the market of unmanned competition through four action structures, cancellation, reduce, promote and creation which make enterprises and customers reach value innovation at the same time. The creation promotes the newly arisen market with customer satisfaction.
The main purpose of this study is to increase the customer satisfaction through the four phases of the Blue Sea Strategy. The study adopted a questionnaire and issued the questionnaires to the customers of the three local hospitals with the highest declaration value for outpatient services in Yunlin County. Furthermore, this study run the statistics analysis and interview result with experts. The study finds that customers pay much attention on the promoting of medical treatment quality and hope to reduce waiting time. The three hospitals all have related strategy to response to the customers’ requests. Blue sea strategy points out that the district hospitals have to be out of the total amount of the national health insurance, providing sound community service and raising the quality of medical treatment service in order to face toward to the multi-field management. Also, they should extend the medical treatment to " prevention of disease "、" Maintenance of the health" and "treatment of disease ", to reach the goal of prevention health care and develop the health promotion community hospitals.
