Barrier cost of logistic service across the Taiwan Strait-Factor analysis & potentional solution / 跨足兩岸企業的物流障礙因素與改善方案之探討

碩士 / 元智大學 / 管理研究所 / 96 / According to export & import analysis in Taiwan, the export and import trade amount with China ranked first and second respectively in 2007. The corresponding export and import amount with Taiwan for China ranked fifth in the same year. Furthermore, according to the report of World Bank, relative hidden trade barrier in China was as high as 0.8, being the 4th among APEC member countries. The high hidden trade barriers in China have been emerging as the trade activities between China and Taiwan have raised in the recent years. These barriers would be very critical, and should be resolved without delay under the circumstances of foreseeable closer and more intimate relationships across the Taiwan Strait.
With regard to the increasing trade activities between China and Taiwan, and the potential high hidden barrier cost in China, this study aims to:
1. Investigate the reasons why we got stuck in China customs and the associated hidden cost between China and Taiwan, and
2. By way of surveying the logistic experts’ opinion and those in charge of import and export service in both countries, try to propose the potential solutions to decrease the high logistic barrier cost in order to improve the efficiency of supply chain.
This study revealed that the most common reasons causing hidden logistic barriers were lack of import permit or import license, wrong document (shipping document or declaration document), discrepancy between the declared goods and associated documents, and problems resulting from the third-part logistic service.
And the following strategies were proposed to decrease the logistic barriers in China: first of all, to build the standard operation procedure of import and export activities; second, to establish the checking systems; third, to enhance the professional abilities of logistic service, (ex: competency of planning, capability of import and export laws applications in both countries, and good skill at distribution); forth, to implement the training programs to go through the Customs and transportation; fifth, to establish the E-logistic service and E-customs; and sixth, to construct a system of risk management. Furthermore, in contrast to the common belief, we found that the competencies of planning, capability of law application, and a well-functioning check system, instead of good transportation equipment & well-organized transportation route, were the key factors for cost reduction and successful logistic service across the border.
In conclusion, the professional abilities are of the utmost essentiality for logistic service providers across the Taiwan Strait.
