Abstract
Since its inception in February 1, 2000, the Coast Guard Administration(CGA) has been responsible for the safety and security of Taiwan''s coastline and waters. People don’t have clear realization about the status and the maintain area of Coast Guard Administration by the establish in a hurry. If there was no perfect planning of the arrangement that will have problems and drop off the function . Not only we can’t maintain the safety and security of Taiwan''s coastline and waters but also influence the security of the country. We still have much more difficult problems by enforce to many kind of missions of Seacoast defense patrol.
The claim of this study is to understand the purpose of setting up the Coast Guard Administration. First, we analyzed the working function of Coast Guard Administration’s organization. Sencond, we control Coast Guard Administration’s changes of direction and style. At last, we integrated the outcome. By using the literature survey and comparative research, we analyzed the background of other countries’ Coast Guard Administration system.
According to the article 27 ,unless to make the dateline for adjusting of organization. We also announce more clearly for the rule and direction of adjusting is that 「Gives priority to the sea area defense patrol」
The study found that,
1.Coast Guard Administration has not only to pay attention to the models of change when the organization changed but also makes a solution for the visible problems and training people.
2.The organization is planning for the “The shore sea unites”, speeding to flat of organization and fleet base of human resource 、naval vesseland distribute the equipment.
3.Coast Guard Administration establish the professional image of the multi-function and more assignments of Sea area law enforcement
4.Coast Guard Administration strengthen the professional training of people and develop the effective of organization then reach the goal of organization’s change and fit in with the society’s and people’s expect.
