Cognition map and importance analysis of shipping information platform key functions / 海運資訊平台關鍵功能認知與重要度分析

碩士 / 開南大學 / 物流與航運管理學系 / 97 / Shipping business plays a vital role at Taiwan as the hub in Asia. To maintain the competitiveness of shipping, efficient cargo clearances has become the key issue to be discussed. Currently, there are two shipping information platforms in Taiwan, the MT-Net and the Trade-Van. The MT-Net provides the port and shipping information service and the Trade-Van provides the service of cargo clearances. To provide an integrated information system, and strengthen the competitiveness of Taiwan, these two systems need to be consolidated. Before consolidation, the first step is to identify the key functions needed by the industry. In this research, we try to apply Decision Making Trial and Evaluation Laboratory (DEMATEL) to construct the cognition map of the functions of platforms which are connected and influenced respectively. Besides, Analytic Network Process (ANP) will be applied, developed by Saaty in 1986, to identify the relative weight of each function. The cognition map is constructed by the analysis of DEMATEL. The cognition map of total relationship, after cutting the influences of functions moderately, reveals the situations that the shipping business in Taiwan faced currently; however, the cognition map constructed by the cut influence can not describe the true demand of the shipping business. After the analysis of ANP, relative weight ranked first is customs data base, and some of functions in the data exchange and maritime administration is more important than port operation and customs clearance.
