碩士 / 開南大學 / 物流與航運管理學系 / 97 / The transportation for the foreign trade and imported cargo in Taiwan depend on the ocean transportation. Hence, the national fleet plays an important role on the development of national economy and the need of national defenses. Recent years, the national fleet in Taiwan was not only unable to grow, but also flagged out seriously due to heavy burden of taxation, imbalance on seaman’s supply, higher operational costs and restriction of shipping routes etc. However, facing above mentioned phenomena, the Government has not raised any feasible policy or measure yet. First of all, this study explores the policies of development of national fleet from various countries. Furthermore, the current situation and the policies implemented on Taiwan’s fleet shall be examined.. In addition, this study made a questionnaire and interviewed the shipping industry and government officials in order to realize the need of policy making on fleet development. The analysis shall be deduced through analytic hierarchy process (AHP). It is expected that the conclusion may give the Government a reference for the policy making of national fleet.
