碩士 / 銘傳大學 / 國際事務研究所碩士班 / 97 / The two major challenges facing the Republic of China (ROC) on Taiwan’s diplomacy in the 21st century are the rise of mainland China and globalization. Our two main goals are therefore keeping up with the rapid changes that globalization has brought about and Beijing''s vicious repression against our country. Up to 20th May 2008, both sides of the Taiwan Strait have ceaselessly engaged in a fierce diplomatic war in the international arena. Beijing’s ever increasing might has put enormous pressure on Taipei’s foreign relations of late and poses serious challenges on our country.
International regimes perhaps can help to resolve all complicated international dilemma from its theoretic point of view. From the past experience, due to the People''s Republic of China (PRC)''s growing international influence and clout, its obstructionism against the ROC, based on the Cold War''s "zero-sum" thinking, has become increasingly harsh. Taipei cannot participate in many important international organizations and the ROC has spent a lot of unworthy money and resources for foreign aid and for seeking diplomatic ties with international community. In order to cope with the above-mentioned challenges, it is suggested that Taipei has to set up a number of selected international regimes, based on regime-related issues, urgency, and area(s). In this way, Taipei perhaps can elevate its profile in the international society.
According to the effect of globalization, it can be applied to cross-boundary cooperation. In this thesis, it is based on the argument that the human health safety issue between both sides of Taiwan Strait is very important and the author advocates that the formation of a human health safety regime between adversaries can be done. If Taipei can create it, then it can use this regime as a tool to break through mainland China’s diplomatic isolation against our country and improve the relationship between both sides of Taiwan Strait.
