碩士 / 國立中興大學 / 國家政策與公共事務研究所 / 97 / Located at the center of the west part of Taiwan, Taichung metropolitan area has been the distributing node between the north and south of Taiwan. The development of this metropolitan area is full of potential because of her advantage of geographical location, policy support such as the establishment of the Central Science Park, consolidation of Taichung City and Taichung County, cross-straits direct shipping, etc.
Besides these favorable conditions, the transportation system within the area is certainly a major factor affecting the development. By the time mass rapid transit system is in operation, various infrastructures in the Taichung metropolitan area are not well connected.Moreover, the jurisdictional asymmetries of regulations and financial scales impeded the development of public transport system and so it lagged behind the pace of urban development.
This research attempts to use the concept of urban governance to frame the problems and examine the governance capacity of public transit system in Taichung area. In so doing, this research expects to clearly delineate the public transit problems in Taichung metropolitan area, which is the process of consolidation, and call attention to placing urban governance capacity at the core of organizational restructure and consolidation.
