Transit-oriented development (T.O.D.) refers to residential and commercial districts located around the transit stations with high quality service of good walk-ability and other design features that facilitate transit use and maximize accessibility.
Urban transportation system is a complex system with multiple variables and is influenced by the factors including population, economy, land use and environment. System dynamics (SD) model is based on the cause-and-effect analysis and feedback loop structures. In this study, we take Tainan City as a case study to explore how the city environment is affected by the implement of T.O.D. policies. The results of this study can be a helpful reference to city government for setting strategies of urban development and transportation system.
The simplified system dynamics model is constructed in this study with a time frame from 1998 to 2025. Besides, the four scenarios including the change of urban-land use, implementing green transport modes, enhancing the bus service and the implement of T.O.D. policy are simulated to evaluate their influences on the urban environment. Results of the simulation indicate that the change of urban-land use will increase the use of commerical-industrial districts, the employment opportunities, the number of population and private vehicles. Also, the amount of CO2 emission will increase by approximately 2.4% with the growth of private vehicles. However, the aggregate of CO2 emission will reduce by 13% with the implement of T.O.D. policy. This situation indicates that the T.O.D. policy can mitigate the long-time transportation and the environmental problems.
