碩士 / 國立成功大學 / 海洋科技與事務研究所 / 97 / Coastal zone refers to the strip of land that connects the sea and the surrounding terrestrial area. It covers the coastal sea and the littoral zone, both of which demonstrate characteristics of marine and terrestrial eco-systems while at the same time harboring large numbers of biological species and landscape resources. It is also an area exhibiting bountiful productivity. In addition, the multifarious functions and the convenient transportation make it a densely populated area where economy, society and culture are seen to progress in highly advanced qualities.
The Tainan coastal zone is the cradle of the Taiwanese culture. It is the first place on the island to be cultivated. Covering the area between the Bajhang River and the Erren River, it boasts of a coastline that stretches around 70.78 kilometers. The pristine natural scenery along its coastline is diverse and beautiful. However, there have been incessant coastal developments, land reclamation schemes and seaport constructions going on during the last 100 years. Furthermore, to protect the coastline from erosion, armored blocks are being placed and dikes are being erected. All of these have gradually artificialized and cemented Tainan’s coastline, leaving only 31.8% of the entire length to be at its original natural state. Owing to the delicate sensitivity and the irretrievability of the marine environment, sufficient planning and management must therefore be put forward to protect Tainan’s marine resources and ensure its sustainable productivity.
This study will begin by exploring related literature and proceed to analyze different types of coastal management. It will look at the coastal management systems in other countries and discuss their leading approaches and main features. It then will focus on the changes occurring to the Tainan coastal area, its later development, utilization, and its management status quo. It will try to figure out the pivotal points of its drawbacks and the problems that need desperate improving. Then, based on the research carried out in this study, it will draw on the concepts of Integrated Coastal Zone Management and proffer strategies and methods suitable for the management of the Tainan coastal area. Meanwhile this study also has suggestions concerning the following aspects: a solid and comprehensive Coastal Management Act, the integration of coastal management organizations, the awakening of people’s consciousness toward marine preservation and the enhancement of marine education.It suggests ways to make the best use of human resources so that civilians can adopt and assist in taking care of the coastal areas. It also discusses approaches to strengthen the recruitment and employment of coastal management professionals while delving into the probability of developing marine eco-tourism industry. It is hoped that the coastal management in the Tainan area can proceed in an orderly and sustainable course.
