However, at the beginning of reform and opening up of Shanghai is like a hobbled giant. It hasn’t developed rapidly as the cities of the southeast coast, even behind the national average pace until 1989. Then, Shanghai opened its golden age of development. The process of political succession includes theory, policy and personnel impact. From the era of Deng Xiaoping to Jiang Zemin period, the changing in Shanghai was not only represents a policy shift, but the situation of consolidating the power base of new leaders.
The purpose of this study used the point of revised elite theory to understand how Shanghai’s government re-acquiring the political resources and using its support to build up the Shanghai city and its reform from the central government in Beijing, that is, to push Shanghai to be superior status in the economic development of China.
The study found the unique double importance of Shanghai, because of the process of political succession become a highlight, Shanghai turn to be one of the focus development city of China as a result.
