Analysis of Bidder Qualifications in Marine Construction / 海事工程採購廠商資格研析

碩士 / 國立中央大學 / 營建管理研究所碩士在職專班 / 97 / The marine construction environment is highly changeable and complex in most cases. Challenges including tides, waves, different climates, and the need for large and special equipments for different projects all make it hard to control the construction duration and budget. That is why the experience and ability of marine work contractor is especially important, no matter what the tendering form (including open tendering, selective tendering, and limited tendering) or awarding type (including lowest bid, most advantageous bid, or heterogeneous lowest bid) may be. Regardless of the abovementioned tendering types, it appears that the setting of bidders’ qualification plays an important role in the selection of qualified bidders at the beginning stages of a tender. In Taiwan, the existing Government Procurement Act includes some criteria for bidder’s qualification. However, the execution results are often below expectations due to the different interpretation and perception of regulations by different authorities in charge.

This thesis is comprised of reference on past literature, collection of case study, and interview with professionals. It collects and analyzes specified locally and internationally used procurement regulations and examples on the setting of bidder’s qualifications. Some goals were noted after conducting interviews with the local marine construction units, scholars, consultants and construction firms. They are: 1) implement the purpose of setting bidder qualifications; 2) select qualified bidder to participate in public infrastructure projects; 3) improve procurement efficiency and function; and 4) ensure procurement quality. In order to achieve the abovementioned goals, this dissertation tries to propose some revision to the setting of bidder’s qualifications and suggestions to simplify the procedure of setting of bidder’s qualification, and not excluding the Joint-Venture tendering formation. Not only can the bidders’ qualifications of marine construction be reviewed under scrutiny, furthermore, a healthy competition could be promoted through the Joint-Venture tendering formation.
