A Study on Sustainable Operation Strategies of Shengou Water Eco-museum / 深溝自來水生態園區永續經營策略之研究

碩士 / 國立宜蘭大學 / 建築與永續規劃研究所碩士班 / 97 / Shengou Water Eco-museum is located in Yuanshan Township, Yilan County; currently it is managed by The eighth Branch, Taiwan Water Corporation. The Eco-museum was developed as a water resource in the Japanese occupation era. After a few expansions, it became a water purification station. Starting in 1993, it was opened for visitors as a park, and starting from 2004, it has been operated as an eco-museum. However, in the operating process, it was found that the eco-museum is facing problems, such as a vague operating theme, difficult security maintenance for visitors, insufficient construction funds, and lack of operating management human resources.
The study uses Shengou Water Eco-museum as the study case to explore its sustainable operation strategy, through collecting data from theses and journals. It also uses in-depth interviews to obtain the required basic information. The ten interviewees of the study are the managers and employees of the Taiwan Water Corporation, eco-museum specialists, enthusiastic neighborhood residents, planning designers of the eco-museum, and guide users, etc. and designed 14 interview outlines for the interviews.
After the interview information is summarized, it uses SWOT to analyze and the TOWS matrix analysis table to set up 7 sustainable operating strategies for Shengou Water Eco-museum, which respectively are: (1) using water utilities to demonstrate the theme, improve the application method for visiting the eco-museum, visiting route, process, and activity arrangement to increase the will to visit; (2) combining school field trips of schools in Yilan County, and planting the concept of cherishing water resources; (3) setting up a development committee and specialized personnel to plan and organize all the business in the eco-museum; (4) designing an annual budget for eco-museum operating management and activity handling; (5) encouraging employees to participate in the activities held by the eco-museum, increasing employees’ sense of identity for the eco-museum to strengthen employees’ guiding content and quality; (6) increasing community interaction, and the sense of identity of the community to the eco-museum; (7) coping with the activity of I-Lan Museums Association and urban marketing to promote the park.
