碩士 / 國立高雄海洋科技大學 / 漁業生產與管理研究所 / 97 / This study evaluated the efficiency of fishing off institution with a case of the otter trawl fishery at Ke-zih-liao harbor, Kaohsiung county, southwestern Taiwan. The optimum fishing off subsidy and designed fishing off season were proposed based on viewpoints of fisheries biology and full compensation for fishermen’s loss for policy makers. The results were summarized as follows:
1. The otter trawl fishery and the gill net fishery are the two important fisheries in Ke-zih-liao harbor. The trawl fishery vessels, from 5 to 100 tonnages, are larger and more than gill net fishing vessels. 54 fishing vessels, 79.4% of total otter trawl vessels, were investigated as samples.
2. 25 fishing vessels, 46.3% of the total samples, were voluntary to join the fishing off project in 2006.
3. Comparing the working days of ships, it shows that there is no significant difference between fishing vessels joining the fishing off projects and the ones did not. However, the working days of the fishing vessels joining the fishing off project are 53 days more than the ones did not from 20 to 30 tonnages.
4. Oil subsidy is an important financial support for some fishermen to reduce operating cost. Therefore, the current amount of oil subsidy, which is one kind of benefit fishermen deserving affects the compensation rate of fishing off subsidy to fishermen’s economic loss while being in fishing off season. The range of compensation rate is from 9.34% to 15.79%, but fishing off subsidy seems low.
5. The amount of oil subsidy is exchanged to the fishing off subsidy while the rate of oil subsidy is 14%. To follow, an half of sampling vessels will have 100% compensation rate, but the others will only have the compensation rate under 50%.
6. In terms of voluntary fishing off subsidy, the subsidy should be granted according to tonnage of fishing vessel in order to keep the same compensation rate among different tonnages. However, the subsidy needs to be raised to six to ten times the amount of money to compensate the loss of an otter trawl vessel.
7. In terms of designated fishing off subsidy, the fishing off season should be designated from March to June. Fishermen should not operate over 60 days during this period. This study suggests that the subsidy should be from thirty to fifty thousands NT dollars per month according to tonnage.
8. The trawl fishery in Ke-zih-liao is suitable for fishing off institution. Fishing off season should be over 60 days from March to June. The fishing off subsidy should be from thirty to fifty thousands NT dollars per month according to tonnage. Finally the economic loss due to fishing off institution should be compensated properly.
