A Study on the Management and Settlement of Hiring Mainland Crewmembers on the Fishing Vessels in Kaohsiung / 高雄籍漁船僱用大陸船員管理與安置之研究

Taiwan, in west Pacific Ocean, is surrounded by oceans and located in a center of both navigation and sea transportation at Asian-Pacific. Taiwan is a typical Island-economic country with fundamental ocean policies. Therefore, fishery is part of important industries in Taiwan. Because of rapidly growing economic with better living quality, low birthrate and the change of family configuration, working in the fishery environment is required more hard-working and suffering in bad living condition. Due to those reasons, new employees have lower desire to work on board. Thus, critical shortages of labor force and age crisis of working crewmembers are very common if fishery industry. If Taiwan fishing industry wants to keep its advantage, hiring similar language, culture, and living behavior of Mainland crewmembers is the tendency to the fishery industry.
According to the research results, hiring Mainland crewmembers can bring in younger crewmembers to dismiss the shortage of crewmember crisis on Taiwanese fishing vessels. Because of the exceptional working environment with policies of both settlement management and quantity control, there will be no harm for our national defense, public security and fishing industry. By proper policies of hiring Mainland crewmembers and settlement management, the development of fishing industry and the rights to the owners of Taiwanese fishing vessels can both be secured. We believe government need to re-regulate proper fishery policies and build up a relationship with China government to solve any problems related to Mainland crewmembers and have the same vision of harvest perspective in politic and economic for both countries.
Our suggestions are below
1. Maintaining the fishing business conversation Cross-strait, establish reciprocal offices, relieve the policies of hiring Chinese crewmembers, build up a efficient hiring and management checking process methods.
2. According to the national defense, vessel safety, and needs of employment the policies of hiring Chinese crewmembers should be re-regulate.
3. Government should establish an official department for both fishing vessels and settlement place to execute the policies of escaped crewmembers and other conflict issues.
4. Expend the living sanitation and leisure time spaces, better meals, relieve the limited-walking spaces policies.
5. The language barrier and the difference of living behaviors are the main conflict reasons in both fishing vessels and settlement places. We, therefore, suggest the Taiwanese vessel owners to hire the same nationalization on board.
6. Government should set the rules the standards related to Mainland crewmembers salary, paying methods, and commission rates to reduce the dispute between the vessel owners and Mainland crewmembers.
