碩士 / 國立高雄第一科技大學 / 運籌管理所 / 97 / After the 911 Terrorist incidents in US on Semtemper 11, 2001，It is a key topic for discussion how to avoid the terrorist use the International Transportation Channel， Especially the International Trade deopends the Marine Transportation highly，It is a very important topic for discussion how to increase the Safety of the Marine Transportation，To push through The United States、Europe and International Marine Organization（IMO）establish the Marine Transportation Plan one by one，To increase the efficiency of the Supply Chain Safety on the Marine Transportation。This Study main research is the Marine Transportation Safety Framework，Based on the International Ship and port Facility Security Code（ISPS）of the closely relation with the Marine Transportation，To apply Analytic Hierarchy Process（AHP）establish the three level framework of Dimension、factor、Alternative，Then to proceed the expert survey in connection with the major port and the Marine organization，I do hope this study could help the Government and the Industry for establish the port safety mechanism，To increase the efficiency of the Port Safety。
The study include five Dimensions，In tne condersideration of the Government unit and the Non-governmental unit，The 「Port Security」Dimension is all sort to the first；In tne condersideration of the factor under all the Dimensions，The factor weights are larger of the 「Verification and certification for Ships 」、「Access control of Information」、「Drilling Security Plan」；In the selection of the alternative，The Government unit lay particular stress on the 「Safety department」，The Non-governmental unit lay particular stress on the 「Obtain Certification」，It shows the different response to the direction of the two sides。Through to establish the level framework and to count the Weights and sort，The study finding could help the Government and the Industry to establish the Safety framework，And as the basis of the reference on the equipment of the resources。
