碩士 / 國立高雄第一科技大學 / 運籌管理所 / 97 / Being an island, Taiwan relies on sea transport as major international transportation mode. As such, sea freight plays an important role for its economic growth. Enjoying geographic advantage, Port Kaohsiung not only acts as Taiwan’s biggest trade gateway but has had also been the third largest container port in the world. However, facing severe port competitions, Port Kaohsiung is at the turning point. Port’s growth will impact not only its rental income, job opportunities, but also Taiwan’s industry development.
In this study, nine major Asian international container ports are chosen for investigation: Singapore, Shanghai, Shenzhen, Hong Kong, Busan, Qingdao, Guangzhou, Ningbo-Zhoushan and Kaohsiung. Sixteen port selection factors are divided into three groups by factor analysis: basic port conditions and services (berth availability, port dues, convenience of customs process, inland intermodal connection, cargo volume, supply factors, service reliability, and information technology ability), port value-added services (agenting ability, operation preferences, political factors, value-added services, and handling efficiency), port location and positioning (geographical location, route availability, and water draft). Using multidimensional scaling analysis, a perceptual map can be derived, which divided the ports into three categories. Singapore, Shanghai and Hong Kong outperform in most criteria, which are classified as leading group. Kaohsiung, Busan and Shenzhen have performed descently, which are in the competitive group. Finally, Ningbo-Zhoushan, Guangzhou, and Qingdao have poorest performances, which are in a potential-developing group. Applying perceptual analysis with benchmarking analysis, ideal point analysis, competitive situation evaluation, key factor evaluation, and strategy analysis, some guidelines and strategic directions are proposed for Port Kaohsiung. Under comparison, hardware construction should be the first priority for actions to be competitive.
