碩士 / 國立高雄第一科技大學 / 運籌管理所 / 97 / The main purpose of this study is to survey and identify the key service scopes and attributes influencing fishery shippers’ decision making behaviour in Taiwan. As the movement and transshipment of fishery product by vessel requires a seamless transportation network, shippers of Taiwan’s fishery product have to take many factors into consideration, including vessel schedule, duration of shipment, et cetra. More than 700 freight forwarders are operative nowadays in Taiwan, thus the forwarding industry is under a very competitive pressure. How to tender the best service quality to shippers is an urgent matter from local carriers’ and forwarders’ view points.
This study includes several on-field surveys and employs the IPA technique to extract key service scopes and service attributes influencing shippers’ decision-making behaviour. Forwarders, NVOCC, and carriers should strive to improve these service attributes to achieve their long term competitiveness.
This study has taxonomized the nineteen service attributes into five service scopes. One key service scope (service providers’ risk management ability) and two key service attributes (service providers’ reputation/image and on-time delivery ability) are identified. Strategies to improve these service scope and service attributes are suggested. There are three major strategies can be employed to improve the overall service quality for the ocean freight intermediary, (1) Improving cargo tracking system strategy, (2) Extend containers C.Y. free time strategy, and (3) Speeding cargo claim processing time strategy.
