Activity and resource utilizatuon of Taiwan tuna long line fishery in overlapping water of Taiwan and Japan / 臺灣近海鮪延繩釣漁業在臺日重疊水域

碩士 / 國立臺灣海洋大學 / 水產養殖學系 / 97 / The fisheries in northeast of Taiwan are always the traditional fisheries for Taiwan. And, they serve as the economic lifelines for fishermen. The disputes about fishing boats are getting more and more serious between Taiwan and Japan, after Japan announced its EEZ (Exclusive Economic Zone) 2000 and its Sino-Japan fishery agreement with Mainland China 1997. In order to realize activity and resource exploitation in overlapping EEZ of Taiwan and Japan, this research takes the representative tuna long line fishery as objects. The time and space resources figure was drew by using GIS(Geographical Information System) that was combined with fishing economical data for evaluating the economical production. This research can be used as reference for the fishery negotiations with Japan in the future.
This research shows that sharks and Thunnus albacares and Makaira mazara and Coryphaena hippurus from 1998 to 2007. Among all, shark occupy the highest proportions of its fishing composition. Because in overlapping EEZ of Taiwan and Japan, and the fisheries have the restrain and moves toward the south. Sine the year 2000, the CPUE(Catch Per Unit Effort) of sharks tend to decrease progressively year by year. Although the CPUE of sharks risen in nearly years, the values were still low. The production value of tuna long line fishers are between $980 thousand and $12.3 million NT. The highest output values were sharks, the second one were Coryphaena hippurus. The output values all decreased progressively year by year.
As the result, after Japan announced its EEZ and its Sino-Japan fishery agreement with Mainland China, the fishing profit in northeast part of Taiwan was be affected. The tuna long line fishery depend on the northeast sea area of Taiwan. If we can ensure the fishing authority and confer with Japan on fishery, then we can protect the benefit of fishermen and establish the naval supremacy in the future.
